The Fastest Growing City in the State of Texas
This past week, the Texas State Data Center released its demographic population growth projection findings and has determined, based on its statistical data from July 2000 to January 2008, that the City of Hutto is the fastest growing City in the State of Texas. In 2007, the U. S. Consensus Bureau identified and named Hutto with the same status as well.
With over five years of explosive growth, residential building has dominated the City’s development. Now there are some exciting commercial projects on the horizon which will not only enhance the quality of life for the citizens of Hutto but will boost revenues to assist in financing many municipal projects. Progress continues on the NewQuest Development, the Crossings at Carmel Creek, the Town North Commons, the Burge Business Center, Star Ranch and the Business Park at Brushy Creek along with other prospective commercial developments.
The City has been diligent in planning for the infrastructure to support its commercial development through its partnership with Williamson County on Limmer Loop, the F.M. 1660 realignment, the Highway 79 improvement project and the Carl Stern Blvd extension in the southeastern quadrant of the City.
This past year some bond debt was issued and will be used to construct sidewalks within the City and for the completion of the Cottonwood Trail Phase II, which will enhance pedestrian mobility and accessibility to schools within the community. A trail project will also be completed with some of the debt funding as well as a Transportation Equity Act 21 grant administered through the Texas Department of Transportation.
The City reached many significant milestones towards completion of the Brushy Creek South Wastewater Treatment Plant in 2008. The plant site was selected with approximately 120 acres of property being purchased in June. The plant is on schedule for a completion date of summer 2011. The new treatment plant will ensure sufficient wastewater treatment capacity for the community.
With its continued focus on infrastructure this past year, the City staff facilitated and negotiated a long-term water supply contract with Heart of Texas Suppliers, L.P. ensuring quality water for its citizens. Another critical piece of infrastructure completed is the one million gallon water tower and the 1 million gallon ground storage tank with a booster pump station. The tanks and pumping systems will provide the necessary pressure to adequately serve existing commercial developments north of US Hwy 79. In addition, the new infrastructure improves the City’s ability to provide future water service to the area along SH 130 including the upcoming development, the Crossings of Carmel Creek. The facility when acquired was adequately sized to include future expansion. The construction of the ground storage tank began in early May with a project completion date the end of 2008.
In May, the City Council authorized the Mayor to award and execute a contract with Cash Construction for the installation of approximately 7,000 L.F. of 16” water line. This new water line was installed along existing FM 1660 South from Carl Stern Blvd. to the new Farley Middle School. With the opening of Farley Middle School in August 2008, this project was a high priority.
This year, the City added a ten-year utilities section to the CIP to better plan for water and wastewater infrastructure. As Hutto develops, the City must provide utility services to new development. The ten-year CIP will enable staff to have a better understanding of new projects needed for development and to better analyze the impact of the new service on financial resources and on operations.
